bicycle handlebars touring

Tour de France 2 simple questions for the experts?
I'm a big fan of the Tour de France and a great admirer of those who can do this type of sport. I would like to know why the bikes are not "aero bars" (as seen in the time trial and triathlons – where the elbows close together on the handlebars and extended rest cyclist takes an aerodynamic position). I would have thought possible for groups to change the seat position of your arm muscles would help to distribute the workload among upper dfferent. Also does anyone know what the average body fat percentage of these athletes? They all seem incredibly slim. Ie why are not allowed for road bike aero bars?
Aero Bars are not allowed for the mass start races because they are very dangerous when riding in a pack. You just not good enough control, not to mention that you can not access your brakes. When you are in a pack, speed is constantly changing, and you have a perfect control of bike riders who can help you reduce or pushed by the other riders from the side to avoid. On aerobars you have no control, plus the weight of the rods affects the handling of your bike. A few years ago, for a short period, allowed the UCI mini aero bars to be used for road bike, and run crashes, so they were banned. Pro cyclists probably less than 5% body fat
